Job Description

Purpose of Position:

The Chief Nursing Officer ("CNO") provides strategic oversight and leadership to the nursing teams at Jacobi/NCB of NYC Health+Hospitals. In this role, the CNO is under the direction of the Chief Executive Officer of Jacobi/NCB, or appropriate designee, and has a reporting relationship to the health care system's Chief Nurse Executive. The CNO has the broadest scope for the exercise of independent initiative and judgement and will establish standardized operational nursing practice across both facilities. Core responsibilities include ensuring effective nursing education programs, promulgating nursing policies, procedures and strategies, and enhancing quality driven patient care. This role ensures optimal utilization of resources, service delivery, safe patient care, and compliance with all applicable local, state, federal, and NYC Health + Hospitals rules and regulations to improve outcomes and patient and employee experiences.

Responsibilities And Duties

  • The CNO, as a member of the executive team, serves as the primary resource in assuring the delivery of high quality, cost effective nursing care for patient populations served by the hospital. Work with senior leadership and medical staff to develop, establish and implement the philosophy, objectives and standards of the Nursing and Patience Care Service lines.
  • Directs the design and execution of clinical and operational performance improvement initiatives. Continuously evaluates performance against system-wide benchmarks to ensure cost-effective, high-quality patient care.
  • Develops an effective Union partnership and ensures productive forums for collaboration (e.g., Nurse Practice Council, Labor/Management Council). Provides standardized methods for effective communication with nurse leaders and front line staff. Speaks on behalf of nursing, explaining and marketing the roles and responsibilities of nurses, at leadership meetings and to a variety of other audiences.
  • Assess staffing needs based on patient care standards and establish procedures to maintain an adequate, skilled nursing workforce. Monitor and evaluate staff performance and the operational effectiveness of all nursing units, ensuring alignment with the organization’s strategic goals and initiatives.
  • Ensure compliance with all applicable regulatory standards (e.g., TJC, CMS, DOH, OMH, HIPAA) by interpreting relevant legislation and maintaining adherence across all nursing operations. Address and respond to bioethical, legal, and public policy issues that may impact patient care delivery.
  • Leverage business analytics to enhance the overall effectiveness of Nursing and Patient Care service lines by driving revenue growth, reducing expenses, increasing patient satisfaction, and improving clinical outcomes.
  • Cultivate relationship across disciplines and departments to create a positive, collaborative work environment with the medical and nursing staff to ensure a smooth workflow that promotes collaborative physical-nursing relationships.
  • Work closely with the medical nursing and non-nursing staff and department heads to resolve clinical operational issues; develop and implement efficient and effective activities regarding nursing processes to include patient safety, quality improvement and increasing patient satisfaction.
  • Manage the fiscal operations of the division to ensure efficient and cost-effective use of staff and resources. Oversee nursing service budgets and collaborate with department managers to ensure adherence to financial targets.
  • Provide leadership and mentorship to nursing leaders and managers, including Nursing Directors, Associate Directors, and Assistant Directors/Nurse Managers. In turn, empower them to model the same leadership and support for nursing, support, and auxiliary staff—fostering a strong, team-oriented environment that drives higher quality care and greater staff and patient satisfaction.
  • Direct and coordinate the activities of nursing and support staff. Organize the division delineating authority and responsibilities to staff ensuring accountability and clear lines of communication.
  • Develop good working relationships with regional schools of nursing for the purposes of being a site for the practical training of nursing students. Works with nursing schools to develop onsite nursing education programs consistent with current nursing practices and procedures, and utilize the relationship with nursing schools for recruiting activities.

Minimum Qualifications

  • Valid New York State license and current registration to practice as a Registered Professional Nurse (RN) issued by the New York State Education Department (NYSED); and,
  • A Master’s Degree in Nursing Administration or a related field; and,

3.10 years of satisfactory nursing experience, six (6) years of which must have been in administration or management; or,

  • A satisfactory equivalent of education, training and experience. However, all candidates must have at least a Baccalaureate Degree or higher in Nursing, and be licensed and currently registered to practice as an RN in New York State.
